Yes and no.
It depends on how many applications and dot-files in home-folder user have. On modern hardware with fast internet any Ubuntu may be installed in 20 minutes, but time for configuration may be even longer.
On my system I do not have any side-effects with un-installation command above. Ran it on 3 machines some time ago.
