I also tried the update manager command, update-manager -c -d, which only worked as expected after I changed the third tab in ‘Software and Updates’ to “Notify me of a new Ubuntu version - For any new version”. “For long-term support versions” kept the command in complete ignorance of the new 18.04 release as you said.
