All Arch and Gentoo based Distros have been using MATE Desktop v1.28.2 for quite a while now...
Even PCLinuxOS has it.
Since October 28th, both Debian Testing and Debian Unstable (SID) already have MATE 1.28.2-1
Can that not be ported to Ubuntu MATE or Linux Mint MATE ???
I downloaded all necessary ".DEB" packages from Debian and tried to install it on Linux Mint.
Sadly, it did not work, it says its "breaking existing packages"

Does anybody know a way to upgrade MATE Desktop from the already obsolete v1.26 to v1.28.2 ???

I see it already in Ubuntu repositories

It was a Ubuntu/Debian developer who pushed it to Debian sid, and reported on Ubuntu channels that he'd finished the task that had remained stuck awhile due to problems & lack of developer time to fix those issues.
By pushing to Debian sid, it flows back to Ubuntu, which a lot of Ubuntu developers do, since the work benefits both distros.
FYI: Jeremy reported in Ubuntu developer channels just after upload was done and reported it was there, which told us (or anyone watching) we'd get it soon (and I did, a few days after Jeremy had told us of upload on matrix). It works too, though I can't say I've noticed any difference; but I really only use it normally so as to get stuff done & don't explore much. I've not encountered issues on Debian either (I got it there first).

I ... really ... hate it when people over-state the situation using such terms!
The un-voiced intent in using such terms is to manipulate people emotionally to do one's bidding!
