Ctrl H does this but used to be able to have a menu on top of window, not seeing this anymore, any pointers??

I had something like this happen to me when I swapped Video Cards and I lost my boarders to all Prgs, Launcher and the etc...
How I fixed it was to change Window manager under MATE Tweak
When I lost my boarders this was just blank for me.
Not seeing what your talking about this is only a guess but I think it is a good start.
Your settings will Very! Find the one that works best for you.
