What happened to Timeshift in MATE 18.04? I thought it was in the previous version of MATE 16.04.
Timeshift was not included in UM 16.04 either, perhaps you are thinking of Linux Mint.
I had it on my system when I had 16.04 because I remember thinking “Cool System Restore for Linux”
Maybe I manually installed it.
How do I manually install it and is it recommended to install it on 18.04 or will it “Bork up” my system if I install it? Seems to me that it would be a must have for Linux so if someone messes up their system they can revert back to a before they messed it up.

I do not recommend it. I don’t see any advantage, and it is a Huge resource hog.
