Windows -> Behavior panel used to have an option to enable/disable window raise-on-click (in case the 'focus-follows-mouse' is enabled). It is not there anymore as of 20.04. Is this option still available somehow?
You could try MATE Tweak -> Windows. There are some more settings there.
