Bluetooth not starting on HP650 Notebook

Hello!
I’m from Romania and do not speak English.
I write this letter in Romanian and translate it using Google Translate.
In 2013, I bought this laptop HP650 Notebook PC that had installed the operating system, Ubuntu 12.04LTS. The laptop has built-in Bluetooth and that system worked, and led the F12 key was white, like the other LEDs. After a few months, I upgraded to Ubuntu 12.10. Since then, embedded bluetooth stops working. If you open the Bluetooth Manager, I get a window that tells me:

If inserted in the laptop, a USB Bluetooth, it works.
I viewed ubuntu.ro forum, but we solved the problem.
Mention that are new to IT and Ubuntu.
If I can help, I am grateful.
All the best!
Thanks for understanding!

Hi Viorel,

have you considered upgrading to either 14.04 or 15.10 which might help solve your problem?:

Ubuntu Mate 15.10:

For 14.04 LTS version:

Hello!
I had other problems and got the suggestion to install Ubuntu 14.04 per clean. I upgraded to 15.10 and installed on a USB stick, along with Ubuntu 14.04, Ubuntu 15.10 MATE downloaded from its website when the final version appeared in October 2015. We did this with the hope that it will Bluetooth resolve the problem with the laptop. I admit I use daily and I just installed Ubuntu 15.10 MATE all updates received.
Missing from the package open Bluetooth system?

Hi,

check in the Control Center and your Bluetooth Manager and see if it shows any devices?:

When I click the Bluetooth Manager, I window appears:

Try in terminal
sudo rfkill unblock all && sudo service bluetooth start

After placing two orders and password appears user @ user-HP-650 Notebook PC.

Sorry but I am not quite sure what you mean, can you elaborate please? (Explain in more detail!).

All the above is telling us is that you run the commands (without errors by the look of it)!.

What device are you trying to run?.

sudo rfkill unblock all && sudo service bluetooth start.

You didn't answer this question!.

I want to unlock Bluetooth, as described above.
