Error: "Failed to download repository Information."

Hello All,
I have an issue updating my system in the last week. Not sure what I had changed to case this issue, but I now get the following error from Software Updater:

"Failed to download repository Information."

The following error show up when I run "sudo apt update"

I tried to do the following but seem to be digging myself in to a hole:

sudo apt-get clean
sudo apt-get update
sudo apt-get upgrade

And when I try a different server on Software & Updates when I try to do a Cache Refresh, I get a huge error from the during the Cache Refresh which has something to do with the public keys.

Any help will be greatly appreciated before I completely bury myself.

I tried the following and I got the following result:

mike@mike-HP-EliteBook-Folio-9470m:~$ gpg --keyserver keyserver.ubuntu.com --recv-keys EB3E94ADBE1229CF
gpg: keyserver receive failed: Connection timed out

Adding to the very good and useful reply of @geekbone (Stephen Yates) which had you solve the microsoft teams problem, I'll try to explain the other error you mentioned:

It occurs to me that you are trying to add a key for this repository:

This will continue to fail because Ubuntu "disco dingo" (19.05) is no longer supported ( in other words: the 3 year MATE-support and the 5 year Ubuntu subsystem support has expired by now)

Best to remove that repository and follow the "Option 1: Install Dropbox from system repository" from this article here:
