This is weird. As in title there is a blue and white partial image of the UN in the top bar. It's not [art of the desktop background either.

I double clicked on it and it popped up a bar that System Reboot Required, so I clicked that, it restarted and the image is gone. Weird,
Rebooting was OK to do.
Double-clicking on that UN logo bar was unwise. There is no telling where that could have taken you ... OR ... what that could have done to your system!
I would call that living on the edge!

That strange phenomenon of a UN (United Nations) logo / flag / emblem mysteriously appearing in the top bar / panel of Ubuntu MATE was discussed a few months ago (June 2024), here in the "Ubuntu MATE Community", in the following discussion topic (started by @surfrock66):
If you read that topic, you can find the following answer by @ironfoot (accepted as being the "Solution" of that topic) where @ironfoot found the likely "cause" of the issue ("un" = "United Nations" but also "un" = "update notifier" !):
