To avoid this, you can right-click on the Firefox icon (the running one) and select “pin to panel”. Then, you can delete the launcher icon.
Yes! I did it before - dragging the apt icon to the panel and blocking moving too. But all the problem related was in ubuntu mate in portuguese using menu options in portuguese ("Adicionar ao painel" - "Remover do painel" - "Bloquear movimentação"). When i used, the english options ("Pin" and Unpin"), like you said, works well. I upped another images to see it.

I suspect you may have part of your language packages missing, open Control Centre > Personal > Language Support and run it.
