“Software selection will favor functionality and stability over lightness and whimsy.”

I understand it as two separate things : “Software selection will favor functionality and stability over size optimizations and whimsy.”
Or “[…] stability over lightheartedness and whimsy.”

Though I’m leaning more towards size optimizations.

Lightness as in low weight, so yes, in the context of size and/or being optimised to use few resources as possible.

Ubuntu MATE desires to be functional and stable, but not necessarily the desktop that uses the tiniest amount of resources possible (like LXDE)… Although MATE still does a good job.
