What is the max number of new topics opened by a new user per day? Why is that?

To avoid spammers etc... that would clutter the forum and waste moderators' time.
You posted this in the wrong forum section by the way. This has nothing to do with Support & Help Requests. Should have been in Meta where discussions revolve about this site, how it works, and how it can be improved.
I see, so what is the max post per day per new user? This looks like a "new user" is a kind of flag here. When Ill lose this flag, what flag Ill get, and now many topics I could open with a new flag?
