Which version of UM are you using? 20.04 or 22.04, 22.04.1?
Hi don't have datetime on my setup but for a list of the format strings in terminal man date.
I have Version 18.04.

Can you take a screen shot of dconf-editor while its open? Its been a while since I had 18.04 installed but if I can see the open dconf-editor might remember.
18.04 is no longer supported. Can you upgrade to 20.04 04 22.04.1?

Not well versed in forum but think you were asking for my version with the arrow pointing to my name.
If so it is UM22.04 and don't have Datetime on purpose as I do not want the Evolution dependencies which I removed on day 1. Happy here with old clock. Just mentioned man date for those that might not know all the format strings. I for one would not know what the string for year is.
Ok. In the custom value change the word "12-Hour" to "custom" then under "prefs" you should have a place to enter your custom string (%Y will the year), my custom string " %l:%M %p %A %B %-d, %Y " gives me "1:59 PM Thursday August 11, 2022"
I would highly recommend that you upgrade to UM 20.04 or 22.04.1. Your version 18.04 is no longer supported with security updates.

I do not know why they took away the option of the year with 18.04?
If you don't like 22.04 you could always use 20.04 which will be supported until sometime in 2023. Most of the units in my office run 20.04. I won't upgrade these units until the end 0f 2023. This will allow any bugs to be work out in 22.04/22.04.1. There is a way to change the setting in 18.04 but I don't remember the location of the data. Maybe someone else could steer you in the right direction.
For 22.04 I go to (using Traditional Panel):
System -> Preferences -> Look and Feel -> Indicators
This will bring up the Ayatana Indicators Settings
Under Date and Time check the box:
Show the year on the panel.
