Ubuntu Kylin apps for Software Boutique?

Continuing the discussion from Programs to add to the Software Boutique:

I am currently living in Shanghai and sooner or later need to get my Ubuntu MATE ready for a Chinese language environment.

I am hesitating to install Ubuntu Kylin for several reasons:

  1. What does it mean that it "complies with the Chinese government procurement regulations"? Are there any privacy and security issues that I should be aware of? How free is a distro when it complies with governmental regulations?
  2. What are these "essential Chinese software and apps"? Is there any list available?
  3. Which of these apps are beneficial to a Chinese language learner and could be included in the Education section of the Software Boutique?
