As per title.
It opens as a blank white window with no content.
I have run a system update and upgrade and also removed and reinstalled UM Welcome. But, the problem has remained.
Looks like it's not the first time:
I saw that in 17.04 as well, but since it was a VM, I thought it was because of some Virtualbox-related issue.
There is at least one other instance of a blank welcome screen that I’m aware of.

It’s some bug in WebKit2, where the application does appear to be running, but there is nothing displayed, possibly because something in that library had crashed. It is a puzzling one. 
Strangely, people have had success when they were installing/updating parts of their system.
Using Synaptic, I located all webkit2 elements ( “gir1.2-webkit2-4.0” and “libwebkit2gtk-4.0-37”) and did a reinstall of them, alongside a reinstall of UM Welcome. I then ran an upgrade and dist-upgrade.
Still not fixed.
