There is a bug with the cupertino layout in Ubuntu MATE 22.04.
I filed a bug report, and I was asked to post the layout file. Where can I find the cupertino layout file?
technically in usr/share/mate-panel/layouts according to the source code but I can't find it there on my system
it may be called the "eleven layout"???, somebody who know for sure will have to comment
Hey try the Pantheon layout or Mutiny layout and see if it is the same problem if you don't mind.

I'm pretty sure that this isn't an issue with the layout as much as it is with plank, but why it only happens like that with touch input vs mouse input I have no idea
